THE FUTURE OF CITIES IS HERE. SMARTER, SAFER, IN REAL TIME.
WELCOME TO InDRA: DISTRIBUTED INTELLIGENCE TRANSFORMING MOBILITY AND URBAN NETWORKS.
Imagine a city where traffic flows seamlessly, infrastructure is repaired before it even gets damaged, and data travels at the speed of thought. This is not a vision of the future — it is the InDRA project (Distributed Intelligence for Advanced Networks).
A strategic initiative for Italy
InDRA is a pilot Edge Cloud Computing project funded by the Department for Digital Transformation of the Presidency of the Council of Ministers, in line with the Italian Ultra-Broadband Strategy.
Why does Edge Cloud change everything?
Traditional cloud services process data in remote servers. InDRA brings the cloud into urban network nodes (POPs). We combine Artificial Intelligence and Edge Cloud Computing to bring computing power directly to the territory, reducing latency and improving the lives of citizens and businesses.
The result? Immediate responses, zero delays, and unprecedented efficiency.
The 4 pillars of the experimentation
- Smart Mobility: intelligent real-time traffic flow management.
• Autonomous Driving: network infrastructures ready to support the vehicles of the future.
• Predictive Maintenance: continuous monitoring of physical networks to prevent service disruptions.
• Digital Twin & AI: digital twins of the city to simulate and optimize urban development.
The impact: what are we building?
InDRA is not just a technological test — it is a scientific methodology to define the standard of tomorrow’s cities. We aim to demonstrate, with data, how Edge Computing is more efficient, secure, and cost-effective than traditional cloud solutions.
We support the country’s digital transformation to put technology at the service of people, businesses, and Public Administration.

An ecosystem of major partners for a major goal
The project is led by academic excellence and supported by leaders in technology and innovation in Italy: Sapienza University of Rome together with Open Fiber, Huawei, Lutech, FibreConnect, and PTS. Below you will find further details on each partner’s contribution to the project.
The pilot projects are funded by the Department for Digital Transformation of the Presidency of the Council of Ministers, in line with the Italian Ultra-Broadband Strategy 2023–2026.
THE ROLE OF THE PARTNERS
Lead partner of the consortium, it coordinates the project and defines mathematical models to integrate different use cases and evaluate node efficiency. It develops autonomous driving solutions through MIL simulations in urban and interurban scenarios. It also designs and optimizes multimodal corridors and traffic using advanced models and real-time monitoring to improve efficiency and safety. It develops machine learning and clustering algorithms for sensor data analysis and real-time decision support. Finally, it is also responsible for infrastructure monitoring and ECC node optimization.
Contributes to the project by providing its fiber optic infrastructure and enabling the development of a widespread Edge Cloud Computing (ECC) platform across the territory. In particular, Open Fiber’s access network POPs become Edge Cloud Computing Nodes used to test innovative services related to urban mobility and autonomous driving. Open Fiber will also contribute to performance evaluation and the dissemination of the Project results, promoting its replicability and national-scale impact.
Vendor of Telco core networks and technology provider offering end-to-end solutions for network and ICT infrastructures, it supplies the edge computing platform, including computing and storage servers, networking, and the Huawei Cloud Stack platform. Design, installation, configuration, training, and maintenance services will also be included. The adopted technologies will ensure ultra-low latency performance, enabling a new generation of digital services for urban transportation.
Lutech contributes to the project as a strategic technology partner, providing the Edge Cloud Computing software platform and distinctive expertise in Smart Mobility, AI, and Digital Twin. It is also responsible for the development and integration of advanced use cases, participating in the definition of requirements, KPIs, architectural design, and technical validation activities of the solutions.
FibreConnect acts as an OTT and will be involved in the Project’s trial phase, necessary for measuring and monitoring the identified KPIs in order to assess the level of services delivered using ECC architectures rather than traditional Cloud. This represents an important enabler for the development of innovative services for end customers, with particular attention to companies located in industrial and craft areas across the country, enabling their transition toward Industry 5.0. Based on trial experience, FibreConnect will verify the availability of new business models for companies by promoting projects focused on smart cities and urban mobility.
Business Advisor of the project, it leads the economic and market analysis of ECC solutions, defining KPIs and sustainable business models to assess their feasibility. It also conducts analyses on the economic sustainability of the investment and the overall effectiveness of the initiative. Activities include KPI definition and evaluation, market scenario analysis, and performance monitoring of ECC solutions. It completes its contribution by disseminating project results, fostering knowledge sharing and value creation for additional stakeholders.
